Mac won't open wi-fi login page - Apple Community

    https://discussions.apple.com/thread/8211695
I have personally found clicking on the WiFi icon, opening network preferences and then running diagnostics usually then forces the WiFi login/pop-up page to appear. Not sure why iOS devices seem better at handling public Wifi (other than I guess more likely to come into contact more frequently) than MacOs though. View answer in context ★ Helpful

How to force a public Wi-Fi network login page to open

    https://zapier.com/blog/open-wifi-login-page/
An easy trick is to load the router's default page. Try entering 192.168.1.1, 127.1.1.1, 1.1.1.1, or http://localhost in your browser address bar, and you might get the default login page to load (or you might see a router settings login page—in which case, don't try to log in unless you're at home).

Tweak the last digit (e.g. by adding one to it as I have below) and enter this line into terminal to soft change the MAC address (it will prompt for your login/admin password): sudo ifconfig en0 lladdr d2:00:3d:71:51:06

How Do I Force Open a Public Wifi Login Window?

You can reword it if you like. I'm referring to public wifi, how before you can use it, a pop-up appears asking you to accept the use terms before granting you access. Sometimes that window doesn't pop up, and I can't click the "accept" button to get access to the wifi my mac already says I'm connected to.
