Copied the file to "/System/Library/Keyboard Layouts" (macbook asked for user and password). Turned off, turned on again and keyboard is now working fine.

why does my keyboard not work after login - Apple Community

After running through both steps what I see now is that I can login still with the keyboard and trackpad. I click on enter/submit, an "installation" bar displays below the password field and then my desktop displays. I thought it worked at first because I was able to use trackpad for about 10 secs and saw the pointer change sizes and blink.
