    rsh is remote shell and it is unencrypted, that's why you should disable it. I don't know which OS you are talking about, but for RHEL (like sr_ already stated) edit /etc/xinetd.d/rsh and set disable = yes.. After that restart xinetd and you're done.. Though I think, rsh should be disabled by default.

    I put both machines in the hosts.equiv file and regular users can rlogin. root won't be able to use rsh and rlogin for security purposes. You may try using ssh for things you want to do at the root level since it bypasses the security that prevents rlogin and rsh from working. I also have hosts.allow and hosts.deny setup.
