    Have more then one person with that trying to login? Only one person at a time can be logged in with the single login for security and people seeing this is often the reason.     My server is set to automatically log out after 30 minutes and check every 15 minutes for inactivity, but it seems like the users get this more frequently.     Are you using Google Chrome? I have been having this issue and it turns out that it's an issue with Chrome. I spoke with PayPal this morning and the lady said 99% of the time Chrome works flawlessly with PayPal. She suggested using a different browser. So I downloaded Firefox and was able to complete my purchase using it.

    I found out that Bitdefender( the antivirus software) somehow thought the cloud dat files, and the exe files were moved into quarantine bc it thought they were viruses or infected files. Check your antivirus software to look for any quarantined files that it may have been put under, specifically the cloud dat files.
